Commander Leo Panepinto

Commander Panepinto exemplifies the definition of a leader.  His dedication and attention to duty are outstanding examples of his leadership traits.  He has the ability to defuse a situation with humor and is always available for his people.  His loyalty to the officers under his command has brought out the best in their performance.  Examples of his outstanding leadership have been seen in the Vice Control Section, the 9th District and now at the Deployment Operations Center.   As the District Commander of the 9th District, Commander Leo Panepinto displayed his honor, courage and fierce leadership skills in many ways.  Commander Panepinto built strong bonds with the 9th District Community in his ability to link the police officers under his command with the citizens in need. Commander Panepinto’s leadership in his CAPS office set benchmarks in the department.  The 9th District CAPS Office has set, and still is, the standard for the Chicago Police Department and has used its practices as a model for other Districts to follow.  These activities include the yearly Back-to-School Program at Fuller Park, working with the Community Council in the planning of their yearly festival on 47th Street, The Back of the Yards Festival with approximately 300,000 attendees, along with 100 vendors over a three day weekend, helping the Chinese Community celebrate their New Year with the annual Chinese New Year Parade through Chinatown, youth forums, and Project Safe Neighborhoods Initiative.

Commander Panepinto's dedication to community relations consistently strengthens relationships between the police and the communities served.  Recently, Commander Leo Panepinto was reassigned to the Deployment Operations Center which includes the Crime Prevention & Information Center where he challenges the members of the unit to improve operations while providing the appropriate guidance.  He is a mentor to those that are under his command, no matter what their rank.

Commander Panepinto supervises the CPIC and related Fusion Center responsibilities, which is extremely time consuming and carries a tremendous responsibility.  These operations are conducted out of the public eye and many people within the department have no knowledge that it exists.  The CPIC has been involved in every major event held within the city from foot races to large scale demonstrations. Commander Panepinto ensures that every observation is made and each of these events is safe for all participants.  

Commander Leo Panepinto is always willing to adjust strategies as trends change to combat violence, gang conflicts, and other patterns of crime.  He has the ability to use the resources of the department as well as outside resources to solve any issue he confronts.  He has the skills to attack issues with diligence, and compassion inclusive of the community and officers.  

Commander Leo Panepinto is a stellar example of professionalism and leadership for the Chicago Police Department.
